Do I Have to Sign a Buyer Agreement Before Touring Woodland Hills Homes, and Who Pays My Agent?
If you are buying in Woodland Hills, one of the first documents you will see is a buyer-broker representation agreement. Here is what the California Department of Real Estate says about it.
Why it exists
DRE's advisory (amended December 12, 2024) says a nationwide settlement of antitrust class actions changed how buyers' agents are paid. Sellers and listing agents no longer set the buyer's agent compensation. Buyers' agents negotiate it directly with their buyer clients and obtain a signed agreement. The settlement does not cover every licensee, for example agents who are not association members and do not use a multiple listing service.
What California law requires
Effective January 1, 2025, AB 2992 requires a signed agreement as soon as practicable and no later than the buyer's offer. DRE notes that trade association practice is earlier, before touring a home. The agreement must include compensation, services to be provided, when compensation is due, and an expiration date that DRE says cannot exceed three months from signing.
Who pays
The buyer may pay the agent directly, or ask the seller to pay some or all as a concession, which the seller may accept or reject. If the seller declines, the buyer stays responsible unless the agreement has an exit clause or the agent releases the buyer. DRE says the agreed compensation is the maximum the agent may receive from any source for that representation.
What DRE tells agents to avoid
DRE lists these practices to avoid: verbal changes to compensation, claiming a "standard" rate, undisclosed dual agency, pressuring buyers to sign, and collecting advance fees without DRE review.
Local context
Movoto (updated October 23, 2026) shows Woodland Hills at a median sale price of $1,299,000 for September, 376 active listings, 73 price-reduced, 389 sales versus 327 a year earlier, and 50 days on market versus 44.
